Julie M. Cannell has provided testimony from an investor’s perspective before numerous state utility commissions, as profiled below.   Rather than using an academic platform, she offers an experiential, market-based viewpoint, based on 20 years of experience as an equity utility analyst and portfolio manager at Lord Abbett & Co., followed by 9 years as a consultant to the industry on investor-related issues.  The changing dynamic in the utility industry, coupled with a low interest rate environment, have made it extremely difficult in recent years to argue for a reasonable ROE under traditional DCF or CAPM methodologies.  Ms. Cannell’s qualitative testimony enhances those traditional models and provides strong support to that of a rate of return witness, by addressing investors’ needs in real world, practical terms, and by helping commissions to understand how investors think.
